We're in the process of shutting down our Phoenix server because we can no longer afford it. Most the people who use it aren't really part of the broader community, and I don't think it's worth the ~$120/mo we're spending on it. I've personally been putting about $100/mo towards it and don't really see the benefit.
Phoenix has never really been a big part of FP. Our dream during TF2's peak days was to slowly spread out, starting with the US then head into Europe. But shortly after we started renting our Phoenix box, Valve killed quickplay and we were never able to utilize the server as much as we wanted. We pushed seeding efforts really hard for months and had it filling up for a while, but it was never a natural thing. It took a lot of effort from many people to make Phoenix a success, and it wasn't sustainable.
For those of you who use Phoenix, I'm sorry. I wanted it to succeed as much as the rest of you (west coast best coast!).
I have a ticket open regarding the cancellation now, and assuming we keep the server through the current period, Phoenix will go offline on Jan/25/2017.
